How do learners check their eligibility status?

Learners should use the NSN checker tool at FeesFree.govt.nz. After entering their NSN, study type, and intended study year, the tool will return one of four statuses:

Yes: Eligible and nothing further is needed.
No: Not eligible; alternative fee payment arrangements are required.
Maybe (Unknown): TEC needs more information; the learner should check the criteria and may need to complete a statutory declaration.
Starter: Previously eligible and may still have remaining entitlement if continuing the same qualification.
